You need to check if the domain you want to use is available. You would be surprised how many domains are taken.

There are many web-hosting companies you can choose from. Some cost $5 or $6 per month.

Most web hosting companies provide some kind of web page editing programs. If you only need a simple website, you can do it by yourself. It works similar to Microsoft word, but if you want to make more sophisticated web pages, you need a programmer to do the job for you. The price ranges are very wide.
